Memorandum Concerning Steamlaunches • RĒC?

In the course of my investigations into the work
of the Harbour General Office and Junk Traffic I was struck by
what I thought a want of uniform and proper control of the Steam
-launches and I venture to offer a few remarks on the subject.
It cannot but happen that sometimes irregularities escape
detection but such cases do not change regulations. For instance
clause 7 of the Licence is not adhered to, it states as follows:
"If the owner of a licensed steam-ship under 60
tons wishes to employ his vessel without the
waters of the Colony, for purposes other than
that for which the licence was granted the
licence shall be delivered to the Harbour Master
to be retained by him during the period of such
employment."

A vessel clears for outside the waters of the
Colony and receives a Day Clearance Form H.219 - or a Night
Clearance Form H. 220. Upon her returning to port these
Clearances are returned to the Harbour Office when the vessel
receives an Anchorage Pass-Form H. 218 - the Fee for which is $0.25. All such vessels also hold a "Special Permit” - Form
WH. 221
Jee $0.25 and valid for one month. This "Special
Permit" frees a vessel of the obligations laid down in Sub- -sections fà, 12, and 15 of the Section 37 of Ordinance 10 of
1899 while the vessel is within the waters of the Colony.

In my opinion the Anchorage Pass Ferm H. 218
and the Special Permit Form H. 221 only cause unnecessary
clerical work and expenditure; they should be abolished. The
Licence should be a sufficient warrant - as stated in the
Licence itself - for a vessel "to ply for hire within the
Harbour limits or between ports in the Island of Hongkong".
